Development material needs a different evidence standard from production toys. A prototype can survive without ever reaching retail, a packaging proof can document a direction that changed, and an unreleased product can be historically important even when no finished retail example exists.
The Ranney Index keeps those records separate from confirmed production listings so evidence is not blurred. Each development record explains what is documented, what survives, and what remains uncertain.
